The Workbook Seven Programmes

The programmes you are owed, and the paperwork that gets them.

Seven programmes older Americans are entitled to. Seven forms somebody has to fill in. And not one of them goes back and pays you for the years you didn't know.

The part nobody explains

Almost everyone assumes these things are means-tested, automatic, or already handled by somebody. They are none of the three. Every programme here has an office that decides it, a form that starts it, and a date after which it is gone for the year.

The barrier was never eligibility. It was knowing who to ring.

Who actually decides each one

This is the table most people get wrong, and getting it wrong is why they give up.

WhatWho decides it
Property tax exemption or freezeYour county assessor
Medicare Savings ProgramsYour state Medicaid office
Extra Help with prescriptionsSocial Security, not Medicare
Lifeline phone and internetFederal, via your provider
Energy assistance (LIHEAP)Your state, and it runs out
WeatherizationYour state, older households first
Free tax preparationIRS-certified volunteers

Not one of these is your mortgage company, your insurer, or the federal government in general, which is where most people start, and stop.

What's inside

Seven chapters, each with the same eight sections, so once you have done one you know how to do all of them.

And the parts that apply to everything

  • How to make the call, and why you take a name and a reference number every single time
  • Why most refusals are paperwork, not eligibility, and how to get one reopened
  • How to tell a real agency from somebody selling you something
  • A master tracking sheet, a call log, a document inventory, and an annual calendar for the renewals people lose without ever being told

Why there are no dollar figures in it

Deliberate. Income limits are set annually, several are set by your state rather than Washington, and a number printed in a book is wrong within months. A wrong number is worse than none. It makes people rule themselves out.

So you get the part that doesn't change: who decides it, what they ask for, what to say, and what to do when the answer is no. Every chapter tells you exactly where this year's number lives and gives you a box to write it in.

You do not have to pay anyone to claim what you're owed

Your State Health Insurance Assistance Program has trained counsellors in all fifty states who will sit down and do this with you at no charge. So does your county's Area Agency on Aging. That is on page one of the workbook and again at the end.

About four million people a year use SHIP, out of roughly sixty-eight million on Medicare. What this workbook saves you is the finding out. Not the help itself, which is free.

Who is telling you this

Walt Hendrick

I'm Walt Hendrick. I am not a financial advisor, a tax advisor, or an insurance agent, and I am not going to pretend to be one. The moment somebody claims a credential at you about your money, be careful.

What I do is take one thing older Americans are entitled to, find out which office actually decides it, and write down what they ask for and what to say. That is the whole job. The deciding is always done by an agency, never by me.

Questions

Is this a physical book?

No. A PDF you download straight away. It is laid out for a three-ring binder because you are meant to write in it while you are on the phone.

Will it tell me if I qualify?

No, and be wary of anything claiming it can. It tells you who decides, what they ask for, and the words to use. The deciding is always done by an agency.

I'm not low income. Is this for me?

Several of the seven have nothing to do with income at all: the property tax exemption, free tax preparation, and most of chapter seven. Each chapter says plainly whether income matters.

Does it work in my state?

The procedure is national; the figures are not. That is why every chapter has a lookup box telling you where your state's current number lives.

What if it isn't useful?

Email within 7 days and you get a refund the same day. No questions.

Educational material only. Not financial, tax or legal advice, and not a determination that you qualify for any programme. Rules, thresholds and availability change annually and vary by state. Confirm with the administering agency before relying on anything here.
